CHERPE - Cuban Higher Education Reform: A Policy Ethnography

CHERPE is a Marie Skłodowska-Curie postdoctoral-funded project (HORIZON-MSCA-2022-PF-01 / GA ID: 101109918).

Overview

The project encompasses several reforms implemented in Cuban higher education as a large-scale process of social transformation. CHERPE comes to enlarge the higher education field, examining how stakeholders implement those reforms on the ground by translating policy documents into practices and relationships or how policy documents shape universities, organisational cultures, people's identities, and power relationships.

This study takes an anthropology of policy perspective and uses interdisciplinary research methods to approach Cuban higher education. It includes ethnographic fieldwork in Cuba to describe policies from a grounded view.

CHERPE was hosted by the Centre for Higher Education Futures (CHEF) at Aarhus University, in Denmark.

Project Timeline

Throughout the project, research activities were complemented by continuous networking and professional development. These ongoing engagements played a key role in enhancing the quality and impact of the work.

Kick Off and Settle In​

July 2023

Introductory meetings, virtual tutorials and induction actions shaped this phase. At the same time, adjustment in the work plan and workshops contributed with the settle in process.

Literature Review and Fieldwork Planning

August 2023 - January 2024​

Mapping and reviewing both Cuban higher education and anthropology of policy literature were crucial in planning the fieldwork and sketching out the existing trends and gaps. This phase included a visit to the Centre for Research on Cuba at the University of Nottingham.

Fieldwork in Cuba

February 2024 - April 2024​

Fieldwork was conducted at the Faculty of Social Sciences, University the Holguin. Former students, teachers and managers were interviewed. Participant observation was part of the fieldwork and crossed by some research sites withing the University. 

Data Analysis

May 2024 - December 2024

The analysis of the gathered data, which includes interview recordings, policy documents, official reports in international meetings concentrated my attention on at that point.

Work in Progress

January 2025 - June 2025

Writing articles have been my main focus, what implies revisiting literature review and data interpretation.

Further Dissemination and Transfer of Knowledge

New conferences and networking are planned in next months.
